My number one rule for my kids is: Brush your teeth. That's because I have terrible teeth-- fillings in every single molar. I kid you not.
I make my three-year old daughter brush after breakfast, before nap, and before bedtime.
When she was a nursling, after each session, I would get up at night and wipe her then two teeth with a washcloth.
Such dedication faded with my second child. But even now, salvation comes in a package of silicon toothbrushes--Baby Buddy's "Baby's 1st Toothbrush" or otherwise known as the Angel Brush.
The Angel Brush has "a H-shaped head with six soft bristle surfaces" that "clean upper and lower teeth at the same time!"

So after I brush my second child's six teeth, I let her chew on the Angel Brush for a bit. And during the day, if I am a little too lazy to brush her teeth before nap time, I let her chew on the brush. You can squeeze baby toothpaste to the H-head or just wet it with water.
The recommended age is 4 months-5 years. But I personally think that you should wean you child from this angelic brush a little earlier, say 2 or 3 because that's when they're capable of brushing with a normal toothbrush. That is to say, they understand the concept of actual brushing versus chewing the toothbrush.
